Objectives of BAPwD

The Bihar Association of Persons with Disabilities (BAPwD) functions in alignment with its official Bye-laws, reflecting its commitment to the empowerment, inclusion, and rights of persons with disabilities. The key objectives of the association include:

To protect and promote the rights, dignity, and full participation of persons with disabilities (PwDs) in all spheres of life.

To ensure access to inclusive education, skill development, employment, and sustainable livelihood opportunities for all PwDs.

To work for barrier-free infrastructure and accessibility in transport, buildings, communication, and public spaces.

To promote equal opportunity and non-discrimination through advocacy, awareness campaigns, and legal interventions.

To establish and strengthen a democratic structure of representation, with elected PwD leaders at State, Division, District, Sub-division, Block, Panchayat, Urban Local Bodies, and Ward levels.

To build a statewide network of grassroots Disabled People’s Organizations (DPOs), Self-Help Groups (SHGs), and federations.

To collaborate with the government, civil society, and international agencies for effective implementation of disability laws and policies, including the RPwD Act 2016 and the UN Convention on the Rights of Persons with Disabilities (UNCRPD).

To facilitate access to rehabilitation, health services, assistive devices, social security, and legal aid for PwDs.

To train and build the capacity of PwDs, caregivers, families, community workers, and service providers.

To promote sports, cultural activities, and recreational opportunities for holistic development and social integration.

To support data collection, surveys, and research to inform evidence-based advocacy and policy planning.

To advocate for the implementation of inclusive and rights-based development programs at every level of governance.

To act as a watchdog body for monitoring disability rights violations and ensuring accountability.

To uphold and implement the Bye-laws of the Association, ensuring transparency, participation, and democratic functioning at all levels.

These objectives reflect BAPwD’s vision of a Bihar where every person with a disability can lead a life of dignity, autonomy, and equal opportunity—because inclusion is not charity; it is a right.
